Blizzard informs us of some important news dealing with character transfers. Please read this, for it may apply to you:

In order to address an issue affecting realm stability, we've disabled character transfers to the public test realms. We have isolated the issue and are working on a solution, however, until the matter is resolved character transfers will be unavailable. Players are still encouraged to use one of the existing template characters and help us test the upcoming changes here. ~ Eyonix
