Players Gain Extra Time

You no longer have to waste five minutes hovering around that chest to
get a better reward. Samera has quickly squashed the resurfacing rumors that Diplomacy affects loot:

Diplomacy had ZERO effect on chests. It had ZERO effect on
the quest
reward you get from NPCs.

Personally I always found it kind of funny - the length of the
superstitions people have gone through to try to get better quest
rewards. "So you approach the NPC/chest, then you circle three times to
the left, jump over his head, run away a bit, use the search button,
then make sure you open the chest/NPC in alphabetical order."

Community member, Mattllow, explains where Diplomacy is useful:

Diplomacy can be used on certain NPCs to get different
reactions. Its
not random or anything you have to do before talking to them. There are
a few NPCs in the game that when you are talking to them, you will have
an option in the responses you give, "Use Diplomacy" You select it like
you would any other response. If you dont see the response in your
dialog screen you cant use it. Again, you never have to actively click
on it for quest NPCs, it will be an option you can pick while talking
to them if you can use it. This is the only way its ever been in the
game.
