There is a pretty interesting thread on the Dungeons & Dragons
Online: Stormreach (DDO) main forums about Feather Fall. Developer,
Graal has weighed in on the discussion:

Items that cast featherfall are supposed to be weaker than
permanent
featherfall items and featherfall cast by high level characters. That
being said, there are some real useability issues with the current
implementation of featherfall casting items.

I can change the item cast featherfall spell to reduce its casting time
and make its target self only. At caster level 1 featherfall is not
high enough to affect multiple targets anyway and this will make sure
you don't fall out of the area of effect. This will, however, mean that
you can no longer use items to cast featherfall on other characters.

Will this change address all of your concerns?

PS The scene of a character falling to his death and landing in a puff
of feathers is quite amusing.
