Despite being released in 2012, Phantasy Star Online is set to receive a Western launch very soon. Set for the Spring, it won't be receiving EU servers but as a lobby-based MMO, it doesn't matter. Simply pair with EU folks, and you'll get a good ping. Its always been the case for PSO (don't ask me why).

Besides the launch, its Steam release is most welcome and has been confirmed by the games' official website and its manual. According to Siliconera;

First, you need to go to the Support header on the site and choose to look at the Manual. After you bring that up, click on “Game.” It discusses the three options here. First, it mentions how to launch the Phantasy Star Online 2 Xbox One version. But then, immediately after, it talks about the PC version. While Windows 10 is there, the Phantasy Star Online 2 Steam release is mentioned before it.
