Talk to the Harbor Master

The Harbor Master is already being questioned when you arrive.

Seeing as talking to the harbor guard was rather useless, perhaps the Harbor Master will yield more results. The Harbor Master can be found at coordinates 1109, 682.

When you approach the Harbor Master’s location, you will stumble into a gang of thugs. One is holding a knife to the Harbor Masters throat. You overhear them questioning him about the location of the boy Si-Khu, but the Harbor Master doesn’t know where he is. Instead he gives up the name of the captain that brought the boy in through the blockade, Captain Phoenic at the Rum ‘n Rumble Inn. With the information they wanted in hand the thugs have no further use for the Harbor Master so they slit his throat. At this moment the leader of the group of thugs will notice your presence and order his men to make sure there are no witnesses. Unsheathe your sword and dispatch the enemy with extreme prejudice. The battle isn't to hard. just make good use of your combos and you will have them down in no time.
