Valeria will appear near Sigurd once you complete The Awakening III.

With your business concluded its time to refocus your efforts on bringing Strom’s reign of terror over the people of Tortage to an end. Valeria awaits you inside the Thirsty Dog Inn near Sigurd. Speak with her to set the plan to bring Strom down into motion.
